The scholar must explain his knowledge to people if they need it, whether by answering their questions, or by explaining the knowledge if people need it, even if they do not ask.
There is a zakat for everything, and the zakat on knowledge is by spreading knowledge, acting on it, proclaiming the truth, enjoining what is right and forbidding what is wrong.
